Practice of Architects in the Digital Era: Limitations and Possibilities vis-à-vis AQRB Regulations in Tanzania
Practice of Architects in the Digital Era
Keywords:
Architectural regulation, digital practice, professional ethics, AQRB, TanzaniaAbstract
The architectural profession in Tanzania is regulated by the Architects and Quantity Surveyors Registration Board (AQRB) under colonial-era legislation that restricts advertising and marketing the provisions designed for an analogue era of professional communication. The rapid digital transformation of professional practice has created profound tension, as practitioners increasingly rely on digital platforms for visibility and client engagement, yet operate under regulations that create ambiguity and professional risk. This study examines the boundaries, conflicts, and potential synergies between existing AQRB regulations and the digital marketing practices of Tanzanian architects. Employing a qualitative-dominant mixed-methods approach, the study surveyed 168 registered architects via a national WhatsApp group, complemented by key informant interviews and document analysis. The findings reveal that 90.7% of practitioners consider current regulations outdated, while 70.0% perceive active conflict with digital practice. Despite this, 93.3% affirm the importance of ethical compliance, indicating demand for modernisation rather than deregulation. The study concludes that the regulatory framework is outmoded and creates pervasive tension, yet practitioners maintain strong ethical commitment and demonstrate overwhelming support for collaborative reform. It recommends that the AQRB adopt a principle-based regulatory framework, establish ongoing stakeholder dialogue mechanisms, and mandate continuing professional development on digital ethics to harmonise professional standards with contemporary practice realities.
